The Department of Labour has launched an investigation into the tragic deaths of three contract workers who were trapped inside a sewage manhole in Mitchells Plain this week.
Tragedy struck on Tuesday when a construction worker from CVS Construction fell down a sewer manhole and died. Two other construction worker who attempted to rescue him also died. The one worker’s body was retrieved the next day after a dramatic search and rescue. The other worker died in hospital on Thursday after he was pulled out of the manhole with a rope and collapsed.
Chief Labour Inspector, David Esau said an investigation was under way.
The workers were part of a provincial Department of Human Settlements project to install a new bulk sewer and water line.
The department said the housing project on the Kosovo Farm 694 in New Woodlands began in 2019.
The department's spokesperson, Muneera Allie said they were also conducting investigations through the health and safety consultants who were contracted to the project.
It is unclear whether safety standards were adhered to or what caused the tragedy.
However, the department said it took safety issues seriously on all its projects.
"The department ensures that a qualified health and safety company and practitioner is appointed as part of the project professional team. Regular health and safety audits are conducted on site, with reports concluded and discussed in project meetings with the contractor and professional team.
"Health and safety on site is the responsibility of all those who enter a construction site," said Allie.
The investigation findings were expected as soon as the processes were complete.
"The findings will guide the department on any measures or actions that may need to be taken, over and above the current health and safety measures applicable to all construction projects,“ added Allie.
The company, CSV Construction, would not divulge any details around the incident and said it was involved in the site investigation along with the Department of Labour.
Spokesperson Hannes Coetzee said the company hoped to “gain more insight into the tragedy".
“We are deeply saddened by the accident that took place on site, claiming the lives of our three colleagues. We extend our heartfelt condolences to their families, friends and colleagues and will continue our support to the families and employees of CSV Construction," Coetzee said.
Ward councillor, Danny Christians said the project was nearing completion.
"It's the first incident of this nature. I was called to the scene shortly after it happened. My heart goes out to the families of the victims," he said.
